History/About This Program – Our Commitment
We provide long-term assistance in the form of rent and mortgage payments for those with specific and a qualifying disability. Additionally, supportive assistance is provided for utilities, emergency housing, food assistance, rental and utilities deposits, referrals and coordination with case management services. We have built and maintained community relationships to ensure as many options as possible. Since 2002, we have been making the connection between housing and health care. We strongly believe that a stable home environment plays a key roll in better overall health.
History/About This Program
In 2002, Spectrum Health Care (formerly Rain-Central Missouri, Inc.) developed the first housing, for a specific disability, program in Central Missouri with a U.S. Department of Housing and Urban Development (HUD) Housing Opportunities for Persons With AIDS (HOPWA) contract through DOORWAYS in St. Louis, which covers the entire 33 counties of the North Central Region. This contract, and the services provided, have grown every year with increased availability of assistance to clients.
In 2004, another expansion took place. The first 4-plex was purchased and renovated for low-income housing. Subsidy for tenants of Stone Street was primarily provided through HUD Shelter Plus Care Program. For over 14 years, Stone Street was at capacity. In 2018, the property was sold to allow for more focused services to the community.
Spectrum Health Care (SHC) was awarded the Missouri Southwest Region in our 2013 Doorways contract. This increased our housing coverage from 33 counties in the North Central Region to 62 counties, which includes 29 counties in Southwest Region. SHC now provides HOPWA Housing Assistance to more than one-half the State of Missouri.
